What’s happening at Milford Centre?

The Milford Centre is getting a makeover. What was once a tired old mall is gradually being transformed to an up-market retail complex supported by a residential component. This high quality mixed use development will provide for a vibrant Milford Centre. It is hoped this landmark development will add value to  Milford and it’s   surrounds. Milford Centre has lodged a private plan change that would allow the project to proceed subject to the obtaining of resource and building consents.

The makeover is happening in three stages. Please explain.

The first stage, a revitalization of the existing retail mall, has been completed progressively since 2008. The next stage is a redevelopment of the part of the site facing Milford and Ihumata Roads which involves an additional 2,590m2 of retail/commercial floorspace, the construction of 13 2-storey and 2 3-storey townhouses and the provision of an additional 119 underground and 92 above ground car parking spaces. Resource consent has been granted for this second stage. The third stage expands the residential component by constructing up to 235 quality apartments offering a mix of unit size and configuration  within three defined locations – Omana Road South, Omana Road North and Milford Road. This third and final stage requires a change to the existing district plan and further resource consents.

When will construction begin on Stage two – retail extension and residential addition?

The project timing remains dependent upon demand and the outcome of the planning process.

Stage three requires a change to the existing district plan. Why?

The existing North Shore section of the Auckland District Plan allows for building heights of nine metres with design flexibility to eleven metres (three to four storeys’). Stage three incorporates three buildings incorporating a total of eight components of varying height. The maximum height provided for by the proposed plan change is 51.5 metres (or 16 stories) above street level, or 63 metres above mean sea level. Milford Centre Ltd has lodged a private plan application with Auckland Council to facilitate its proposed development within confined areas of the Milford Centre site.

A private plan change was lodged with the North Shore City Council two years ago. Why is this process being repeated?

In the two years since the first private plan change application was made, NZRPG provided the original consenting authority (North Shore City Council) with further information at various times. A request for complex traffic modeling took longer than expected, the consenting authority underwent a major amalgamation and the two-year consenting period lapsed. In the interim, alterations have been made to two governing statutory documents – the Auckland District Plan and Auckland Regional Policy Statement. The recently notified Private Plan Change 34 reflects these changes and also reflects a new change to the North Shore section of the District Plan requiring a comprehensive urban design analysis of buildings over a certain height.

Would a change to the district plan to accommodate this development automatically provide the necessary consents to build?

No. Milford Centre Ltd will need to provide Auckland Council with detailed building design plans for resource and building consents.

Does the district plan change proposal extend to other sites within Milford?

No. The proposed private plan change 34 seeks to introduce an ‘intensive residential development overlay’ to the existing Milford Centre site, which is zoned Business 2 in the North Shore section of the District Plan. The requested plan change only applies to the area owned by Milford Centre Ltd – a 2.9 hectare area bordered by Milford, Ihumata and Omana Roads.

How high are the buildings proposed under the plan change?

The Omana Road Southern Building is the highest component of the development at 16 storeys above street level. The Omana Road Northern Building has three portions of varying height up to eight storeys above street level. The Milford Road Building has four portions of varying height up to 11 storeys above street level.

What are the shading implications of the proposed development?

The development has been purposefully designed to minimize the effects of shading through the location of the proposed building envelopes within the site while addressing the proximity to surrounding properties. There is some shading impact to parts of the surrounding residential area to the east of the site, however this is of a relatively short duration during the winter solstice period.

Shading from buildings on Omana Road is separated by the residential development on the western slopes of Milford by the open space and extent of the Wairau Creek reserve.

How many apartments are proposed and how big will they be?

Milford Centre Ltd is considering construction up to 235 apartments across three confined sites. No more than 30 per cent would be less than 55m2 and the remainder will be a combination of larger two to three bedroom apartments.

Will the number of visitor car parks currently offered at the Milford Centre change?

About 800 visitor car parks are currently provided for at the Milford Centre. The proposed development will rearrange the current car parking arrangement in some areas and provide an additional 180 car parks.
